E.g. in the last m_inv bin, eta bin 1 the pt rises from 4.74 GeV to 14.9 GeV

   "A few comments:
      1. The execution of the pp Run-12 went extraordinarily well, this may not happen next year due to higher failure rates for example.
      2. Run-13 will have 2 new devices if things go well over the summer.   . new polarized source;  . electron lenses
          These will need commissioning time. We had spend relatively little time on machine development in Run-12 (more on APEX though). We will need more

          development time in   Run-13.
      3. Polarization should be at least as good as this year and higher with the new source. I would like to wait for the off-line jet numbers before really quantifying this,

          but would  expect a minimum of 50% and a maximum of 60%. We will only know in the next few months how much of the new source  we can use next year (the sc solenoid was late by about a year). Let me know if you need more for now.

Charges to the Committee:   

                (A) Lead the collaboration to prepare a strong scientific program for Heavy-ion and Spin physics for STAR BUR of Run13/14. According to the guidance

                      given by S.   Vigdor, we should consider both runs with 15-cryo weeks which mean only about 10 weeks for physics data taking. On the hardware side,

                      we should consider the completion of the FGT, the engineering setup of the HFT, and the partial installation of the MTD in Run 13, and the completion

                      of all of the above for Run14.

                 Physics data taking considerations should include both p+p and Au+Au collisions. The beam time should be utilized as effectively as possible for STAR

                 physics program. In addition, we should include the discussion on the request of phase-II beam energy scan at RHIC. Driven by the data, the focus should

                 be given to HI collisions at energies below 20GeV with higher luminosities. This may lead to the requirement of installation of the equipment for electron

                 cooling at RHIC.

                (B) The final document of the BUR should be ready for PAC by mid-May. Therefore the BUR should be ready for collaboration comments by the first 

           week of May.

                  Dear Barbara and Nu,

                  I would like to remind you both that the deadline for submission of Beam Use Proposals for this year’s PAC meeting is Friday, May 18.  This gives PAC

                  members 3 weeks to prepare for the meeting.  Here are the guidelines I would like your collaborations to follow this year, based on our current best

                  information regarding likely RHIC operating budgets in FY13 and FY14. 

                 1) Please propose your priorities for a 15-cryoweek Run 13.  This will most likely preclude running both heavy ions and polarized protons in the run,

                     given the overheads involved with collision commissioning.

                 2) Also propose your priorities for a 15-cryoweek Run 14.  Keep in mind that, as of now, we anticipate that both the 56 MHz SRF system (with a possible

                     further full-energy heavy-ion luminosity increase by a factor of 1.5-2.0) and the STAR HFT should be installed for Run 14.

                3) For each of the two years, also indicate what your collaboration’s priorities would be if an additional 5 weeks of operations were to become available as

                     a result of late-breaking budget information.

                 Take into account research commitments made in proposals for recently installed detector upgrades.  Please outline in the proposals the progress your

                 collaborations have made recently, and the progress you expect to make based on your beam use proposals, toward answering the “big” questions you have

                 emphasized for the second decade of RHIC operations and toward meeting performance milestones for RHIC put forward by the Nuclear Physics Office. 

            

                 In addition to presentation of the BUP’s, I would like to have a separate update presentation on your upgrade plans for the next decade, to get PAC feedback.
