              1) Attandance: Carl, Xin, Bedanga, Huan, Nu, Jamie, Flemming, Jerome, Gene.

              2) Run12 W-plot: It is ready for public. Will appear in DNP talks by Renee, Jan, Elke, Carl. Jamie will contact BNL // MTD installation started at the WAH

              3) QM proceedings: Till yesterday we have 19 out of 20 parallel QM drafts. The missing PA is remined. / UU results have been rechecked. / Invited 

              4) Upgrade: Flemming. (a) FGT almost all 4 Quadrants By Nov. 6th. No news on the cosmic ray tests.  S. Steadmann presented a plan, budget/progress are 

                  on track. Needs more effort on software. (b) HFT: next Tuesday review. LBNL will take care of the electronics and production. DOE NP has been informed.

                  Tom wants a technical review of the HFT project, sometime next January. BNL led review. (c) R&D meeting: Hank's/iTPC/HLT/FCal, Xin/Wei/Dick/..

                 no guidence from BNL yet.

                  pixel production for Run13. End January sectors will be ready. Platform insertation test, Oct. 20-30. 

              6)  Fixed-target: include SOP in the discussions.

               Note from Jim/Zhangbu:

                1.) Organize the project, recover lost & retired skills.  Review available drawings and documentation.  Arrange for best available manpower

                      and write contracts with institutions.  6 FTE months.  

                2.) Mechanical design:  a.) Strongback - 6 FTE months   b.) Pad Plane (mechanical) - 3 FTE months   

                                                           c.) Grids and Wire Factory design and layout - 6 FTE months  
                      These activities can be done in series or in parallel, depending on available human resources.  

               3.) Electrical design:    a.) Pad Plane (electrical) - 3 FTE months      b.) FEE - 6 FTE months (need input from Tonko, ignores problem with sAltro)
                                                        c.) RDO - 6 FTE months (need input from Tonko, ignores problem with sAltro)   
                     These activities can be done in series or in parallel, depending on available human resources.  

               4.) Cooling - 3 FTE months  

               5.) Mechanical Fabrication     a.) Strongback - 3 months duration at outside shop plus time to write and sign contract.  Guesstimate 15K per sector.  
                                                                    b.) Grids - 1 year duration.  Need to build small factory.  3 Techs fulltime.   

               6.) Electrical Fabrication   a.) Pad plane - 3 months duration at outside shop plus time to write and sign contract.  Guesstimate 5K per sector.  
                                                              b.) FEE - less than 1 year duration.  Guesstimate 750K for all Fee's.  
                                                              c.) RDO - less than 1 year duration.  Guesstimate 500k for all RDO's.  

               7.) Installation    a.) Mechanical - 3 months duration.  3 techs full time.  b.) Electrical - 3 months duration.  3 techs full time.  

                   This plan assumes that the Sector Installation tool will be paid for by STAR operations.  Further, it is assumed that the Sector Installation tool

                   design will be completed in the summer of 2013; fabricated and safety approved and tested before the summer of 2014.  Finally one or more

                  sectors must be installed and tested with the new sector installation tool before we install the full iTPC upgrade.  So if the tool is ready for use in

                  the summer of 2014, we install one sector (sector 20?) and test it in the subsequent run.  Assuming success, this means the iTPC upgrade can

                  be installed in the summer of 2015 (for run 16).

                  So with a dedicated and efficient team, the iTPC upgrade can be completed in a duration of 3 years ... but this is fairly fast paced and it assumes

                  that the very best people are ready and available to work on the project.

                 45% contingency is about the maximum that Physicists will allow and  the minimum that the DOE will accept for a project at this stage of development ;-)

                  Grand Total: 2 Million labor + 1.75 Million Fabrications + 45% = $5.4M
                  Duration: 3 years

              4) QM proceedings QA: Xin. Discussions among co-conveners and PAC. Results on UU, HBT,  Fluctuation (DCC search): QA in health progress,

                  value is between (0.99, 1), systematic error is important, both East and West FTPCs should be checked; need more people on HBT related analysis.   

              5) Meeting dates:  It was Feb. 24-March 1, 2013. Gary requested the change. // No meeting next week.

              6) Trigger Board: one candidatenow. We are also starting preparation for Run13. Will be discuss on the Sept. 24 meeting.
