        was proposed Taiwan, 
        I was informed that several council members prefer Shanghai
        look into this option
        likely more convenient for flights and many local groups 
        visa issues (mainland China needs travel document to Taiwan 
        US and Europeans need visa to Mainland, but no visa needed for Taiwan or Japan)
